The City of Oakland is seeking proposals from independent, qualified individuals or firms interested in providing services for the City of Oakland’s Lodging Taxes and Fees Compliance Review Program (Transient Occupancy Tax, Oakland Tourism Business Improvement District Fee, and Hotel-Motel Utility User Tax).

The purpose of this Request for Qualifications (“RFQ”) is to obtain the services of independent, qualified Consultant to:
1. Carry-out a Lodging Taxes & Fees Compliance Review Program, which is designed to proactively perform audits of lodging operators for the proper and accurate remittances of the lodging taxes and fees (Transient Occupancy Tax (“TOT”), Oakland Tourism Business Improvement District Fee (“OTBID”), and Hotel-Motel Utility User Tax (“HMUUT”).
2. Educate lodging operators on the proper collection and remittance of respective taxes and fees.
3. Acquire and disseminate information about new or proposed legislation that could affect the City’s taxes and fees.
