I. INTRODUCTION AND BACKGROUND
The Central Contra Costa Solid Waste Authority dba RecycleSmart is a local government joint powers authority, whose member agencies include: the Towns of Danville and Moraga, and the Cities of Lafayette, Orinda, and Walnut Creek and surrounding unincorporated Central Contra Costa County.
RecycleSmart is responsible for managing the solid waste programs for its member agencies, including developing and implementing programs that enable its member agencies to meet or exceed the State-mandated goals of reducing and recycling solid waste. RecycleSmart has a franchise agreement with Republic Services for the collection, transfer, and disposal of residential and commercial solid waste and for the collection of all recyclables. Processing and sales of recyclables is franchised with Mt. Diablo Recycling.
II. SCOPE OF SERVICES
The Central Contra Costa Solid Waste Authority is soliciting proposals for a full range of municipal accounting software applications that include software, conversion services, ongoing training and technical support. Ideally, the Central Contra Costa Solid Waste Authority would like to acquire these software modules as one integrated solution from one vendor. We realize that this may not be entirely possible; therefore, vendors that provide only some of the modules may reply. Vendors of any municipal accounting software application listed in the System Scope may submit their proposals. It is understood that some vendors partner with other vendors to provide software applications that are designed to integrate well with each other, and we encourage them to submit their consolidated proposal.
SYSTEM SCOPE: The Central Contra Costa Solid Waste Authority is seeking proposals for integrated local government software applications that will include software, conversion services, ongoing training and technical support. Ideally, a single vendor will provide this integrated solution for all modules.
The Central Contra Costa Solid Waste Authority desires a “turn-key” solution that will be totally supported by the vendor. The vendor will be responsible for the following:

Installing version upgrades
Installing database upgrades
Providing telephone support

REQUIRED SYSTEM FUNCTIONS: The Central Contra Costa Solid Waste Authority has defined its general computing requirements as well as short-term and long-term information services directions. These are listed in Part X of this RFP. In addition, Part X contains a detailed listing of system functions that are required in the new system.
ALL FINANCIAL APPLICATIONS SHALL BE GENUINE FUND-ACCOUNTING BASED, SHALL SUPPORT GOVERNMENTAL ACCOUNTING, AND SHALL BE FULLY COMPLIANT WITH APPROPRIATE GOVERNMENTAL ACCOUNTING STANDARDS.
III. REQUEST FOR PROPOSALS
RecycleSmart is interested in working with a company that has unique and innovative approaches to reporting of financial information for public agency programs and experience in environmental issues.
Submittals to RecycleSmart are considered public information and will be available for public review upon request after the RFP process has concluded and CCCSWA Board of Directors has selected a firm. RecycleSmart may, at its sole discretion, enter into contracts with multiple qualified proposers.
IV. EVALUATION CRITERIA
SELECTION PROCESS: At its discretion, the Central Contra Costa Solid Waste Authority may require the vendor to provide demonstrations. These presentations provide an opportunity for the vendor to clarify the proposal for the Central Contra Costa Solid Waste Authority. The Central Contra Costa Solid Waste Authority will schedule any such presentations. Representatives of the Central Contra Costa Solid Waste Authority will want to visit a client reference to observe the applications in an actual working environment. The award/negotiation sequence will be based on a selection methodology established by the Central Contra Costa Solid Waste Authority.
AWARD: Once the proposals are opened the Central Contra Costa Solid Waste Authority will evaluate each proposal, taking into consideration the criteria and methodology stipulated in this RFP. The Central Contra Costa Solid Waste Authority will be the sole judge in evaluation considerations and may make an award to the vendor(s) who submit the proposal judged by the Central Contra Costa Solid Waste Authority to be most advantageous. A recommendation will be presented to the Central Contra Costa Solid Waste Authority Board, which will be in the best interest of the Central Contra Costa Solid Waste Authority as determined by the evaluation performed. The award will only be to responsible vendor(s) qualified by experience to perform the services specified herein.
V. TERM OF AGREEMENT
It is anticipated that the project will conclude by June 30, 2017 in order to begin live operation on July 1, 2017.

VII. PROPOSAL SUBMISSION DEADLINE
All proposals must be received no later than 5:00 p.m. on October 21, 2016 at the address listed below. Late proposals will not be accepted. Post marks will not be accepted. Incomplete proposals will not be considered. It is the responsibility of the proposer to ensure that the RFP responses and work samples arrive in a timely manner.

PROPOSAL FORMAT: In order to facilitate the analysis of responses to this RFP, vendors are required to prepare their proposals in accordance with the instructions outlined in this section.
Proposals should be prepared as simply as possible and provide a straightforward, concise description of the vendor’s capabilities to satisfy the requirements of the RFP. Instructions relative to each part of the response to this RFP are defined in the remainder of this section.
1. EXECUTIVE SUMMARY: (Section 1.0). This part of the response to the RFP should be limited to a brief narrative highlighting the vendor’s software and service solution. The summary should contain as little technical jargon as possible and should be oriented toward non-technical personnel. The Executive Summary should not include cost quotations.
2. COMPANY BACKGROUND: (Section 2.0). Vendors must provide the following information about their company so that the Central Contra Costa Solid Waste Solid Waste at its option, may require a vendor to provide additional support and/or clarify requested information.

The vendor should outline the company’s background, including:
How long the company has been in business.
A brief description of the company size and organization.
Principal representatives, agents, and company participants, including brief biographies.
Any independent reviews of vendor’s software.
Number of customers using the proposed software (worldwide, U.S., and government agencies in California)
3. PROPOSED APPLICATION SOFTWARE AND COMPUTING ENVIRONMENT: (Section 3.0). The vendor must present, in detail, features and capabilities of the proposed application software.
In addition, the following information should be included:
Hardware Environment- Describe the hardware environment required to utilize the proposed software. In the event there is more than one suitable hardware platform, list all options indicating the relative strengths and weaknesses (if any) of each.
Operating System – Identify the operating system required by the proposed applications software and database management system in the hardware environment recommended above. In the event there is more than one suitable operating system, list all options indicating the relative strengths and weaknesses (if any) of each.
List the operating system software support products required to support the recommended computing environment. List any additional vendor software products required to support your proposed application software.
4. DATABASE SOFTWARE: (Section 4.0). Provide a description of the Database Management System (DBMS) utilized by the proposed software application(s). List any fourth-generation features utilized in constructing the proposed system and any additional required or optional end-user productivity tools.
5. THIRD-PARTY PRODUCTS/OPTIONAL SOFTWARE: (Section 5.0). The vendor should explicitly state the name of any third-party products that are part of the proposed solution to the Central Contra Costa Solid Waste list of requirements. For each third-party product, there should be a statement about whether the vendor’s contract would encompass the third-party product and/or whether the Central Contra Costa Solid Waste uthorityAuthorityAuthority would have to contract on its own for the product.
Include a description of any products, features or other value added components available for use with the proposed software application(s) that have not been specifically requested in this RFP. 6. SYSTEM SECURITY: (Section 6.0) System security should be designed to provide adequate user access and breach logs and other preventative controls to prevent unauthorized access to the software proposed. This can be through individual user access, group access or integrated with the Windows environment. The system should report that a breach has occurred or attempted and indicate the data compromised or at risk.
7. RESPONSES TO GENERAL REQUIREMENTS: (Section 7.0). The vendor must provide responses to each of the General Requirements which are listed on page14 of the RFP.
8. RESPONSES TO FUNCTIONAL/TECHNICAL REQUIREMENTS: (Section 8.0). Responses to the Functional/Technical Requirements as listed in Part IV of this RFP must be provided in this section of the vendor’s proposal. Vendors should address the items listed in the format provided, and add any explanatory details as indicated in the instructions on Page 19 of this RFP.
9. CONVERSION SUPPORT AND TRAINING: (Section 9.0). The vendor should provide a detailed plan for implementing the proposed system and for providing training and ongoing support. This information should include:
Detailed conversion methodology, including estimated timeframe to implement proposed software
Conversion support
Overview of proposed training, including options for onsite or training center services, for end users and data processing personnel (including location of training)
Training plan, including estimated timeframe and deliverables for each stage of the project
10. MAINTENANCE PROGRAM: (Section 10.0). Specify the nature of any post-implementation support provided by the vendor including:
Telephone support: toll-free support hotline, hours of operation, etc.
Availability of future upgrades and product enhancements
Availability of user groups
Problem reporting and resolution procedures
Other support (e.g., onsite; remote dial-in; website access to patches, fixes, and knowledge base)
Trainings services offered after the software has gone live (refresher, new hire and upgrade training), including training prices/rates, if applicable.
11. CLIENT REFERENCES: (Section 11.0). Vendors should provide a list of at least five (5) local government installations during the past three (3) years that have utilized the proposed system in a comparable computing environment. Where possible, at least one such reference should be in the state of California. Submit references for fully completed installations to the extent possible.

12. COST QUOTATIONS: (Section 12.0). Please provide a detailed cost of ownership for all software licenses (including number of users supported by the licenses proposed), support, training, and implementation and data conversion services being proposed. Also provide maintenance costs per year for the next five (5) years.
13. CONTRACT TERMS AND CONDITIONS: (Section 13.0) The CCCSWA and its member agencies reserves the right to accept or reject any or all proposals, to alter the selection process in any way, or to postpone the selection process for its own convenience at any time. Each candidate submitting a proposal in response to this RFP acknowledges and agrees that the preparation of all materials for submittal and all presentations, related costs and travel expenses are the candidate’s sole expense. The CCCSWA and its member agencies shall not, under any circumstances, be responsible for any cost or expense incurred by the candidate.
All proposals received in response to this RFP will become the property of the CCCSWA and will not be returned. Within the requirements of California law, the CCCSWA intends to retain the submitted proposals confidential until a selection is made. If a proposer believes that portions of its proposal are exempt from disclosure to third parties after the selection is made and a contract executed, under this or any other provision of the law, the proposer must clearly label the specific portions that are to be kept confidential and shall state to the CCCSWA why the information is confidential and exempt from disclosure. Marking all or substantially all of the proposal as confidential may result in the proposer being considered non-responsive by the CCCSWA.
Notwithstanding the foregoing, the proposer recognizes and agrees that the CCCSWA must comply with all laws and public information requests and requirements. As such, the CCCSWA will not be responsible or liable in any way for any losses or damage that the proposer may suffer from the disclosure of information or materials to third parties.
14. OTHER INFORMATION: (Section 14.0).
Indicate the complete name of the firm or person(s) submitting the proposal, the main office address, the primary and secondary contact person(s) and their respective telephone numbers (including area codes).
The Central Contra Costa Solid Waste may make such investigations it deems necessary to determine the ability of the vendor to perform the work proposed. The vendor shall furnish the Central Contra Costa Solid Waste , within five business (5) days of request, all such information and data for this purpose as may be required. The Central Contra Costa Solid Waste reserves the right to reject any proposal if the evidence submitted or investigation of the vendor fails to satisfy the Central Contra Central Contra Costa Solid Waste Authority RFP for Local Government Accounting Software & Conversion Services

15. SAMPLE DOCUMENTS AND REPORTS: Section (15.0).
As part of the proposal, submit sample documents and reports to show the functionality of the software module/package being proposed.

X. FUNCTIONAL/TECHNICAL REQUIREMENTS
GENERAL Requirements defined in this section contain the overall general functions of the Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Central Contra Costa Waste Authority desired integrated accounting software application. These requirements underlie the functional/technical requirements contained in the second half of Part IV. Together, these two sections define a system that will provide a high level of flexibility in meeting the Central Contra Costa Solid Waste current and future computing requirements.
1. PROCESSING ENVIRONMENT: A preferred or specific hardware platform will not be specified in an effort to obtain the widest range of software solutions to meet the Central Waste Authority information processing needs.
2. DATABASE: A “true” relational (RDBMS) database must be used. The database design should allow for a wide range of “drill down” capabilities. Table and column names should be intuitively labeled and linked columns should be consistently named.
3. REAL-TIME MODE: Applications are expected to run in real-time mode. Historical transactions will be used to drive reporting and interaction among systems.
4. LOGGING: Adequate logging must be provided to insure audit trails required by the Central Contra Costa Solid Waste Authorityinternal staff and external auditors.
5. TABLES: Dynamic tables must be used, where applicable, to preclude repetitive entry, for validity checking, and to eliminate program code changes when rules are changed or added.
6. EDITING: The system should provide programmatic editing of data input, when possible, for validity and logical application.
7. SECURITY: Security must be provided at program/user level.
8. SUPPORT: The selected vendor(s) must be able to provide timely and adequate telephone support during Central Contra Costa Solid Waste normal business hours, Monday through Friday 8:00 AM to 5 PM. Vendor(s) support must deal with issues related to

imbedded or third-party software. The Central Contra Costa Solid Waste intends to rely solely on the application vendor(s) as its support source.
9. HARDWARE: Proposals are for software only. All hardware requirements must be specified. The Central Contra Costa Solid Waste intends to acquire, implement, and maintain its own hardware and network, but software proposed can be cloud based solutions.
10. INTEGRATED MODULES: A complete, integrated information management system that includes the following software modules:

Accounts payable, Payment processing and Procurement, including 1099 processing
Project management
Fixed assets and long-term payables
Payroll interface to ADP (this can be via upload to the system proposed General Ledger solution and not be comprehensive integration.)
Human Resources and benefit management

TECHNICAL REQUIREMENTS
The software modules identified above, as well as all other software modules available from the winning vendor, shall meet the following basic specifications:
1. All application systems shall be true Windows software for server based solutions (i.e., applications developed in a true Windows-based 32 or 64-bit development language). Each application shall be capable of operating in a dedicated server environment running Microsoft Windows Server 2003 or newer, using workstations running Microsoft Windows 7 Professional or newer. Non-Windows applications that make use of a Windows GUI front end are not acceptable. Cloud based solutions should have a SOC-1 Report provided along with the proposal to show the solution has been properly tested.
2. All applications shall provide full multi-user capability.
3. Integration between applications shall be thorough. Automated journal entries between financial applications shall be provided.
4. Reconciliation tools shall be provided that allow users to verify data consistency within and between systems.
5. There shall be no need to enter data more than once. After initial entry, data shall be made available by the system wherever needed for reporting or processing.
6. Testing the integrity of entered data shall be thorough and real-time. Wherever feasible, systems shall prevent the entry or posting of invalid data.
7. When errors are made in data entry, only one action shall be needed for data correction. Error correction shall not require complex sequences of actions or operator correction in multiple places.
8. All reports may be output directly to the screen, to a printer, to a file, to PDF/Email, to Microsoft Excel, to Microsoft Word, to HTML, or to XML. Printing of selected pages of reports shall be available.
9. All applications that deal with financial accounting shall be fully self-balancing. SYSTEMS THAT MAKE USE OF SINGLE-SIDED ENTRIES SHALL NOT BE ALLOWED.
10. All financial applications shall have the ability to open prior accounting periods when required.
IT IS THE RESPONSIBILITY OF THE VENDOR TO PROVIDE SUFFICIENT INFORMATION ABOUT ITS SOFTWARE PRODUCTS TO PROVIDE A BASIS FOR TECHNICAL EVALUATION AND COMPARISON WITH SOFTWARE FROM OTHER VENDORS.

XI. EVALUATION OF PROPOSALS
EVALUATION METHOD: The Central Contra Costa Solid Waste will evaluate all proposals deemed responsive to this request. The initial evaluation will consider only the qualifications and demonstrated experience of each respondent. Following the evaluation committee’s analysis of the written proposals and discussions, the responses will be ranked to establish the highest score. Vendors may be asked to provide onsite demonstrations. Discussions and negotiations may take place with the short list of vendors to ensure clarification and to obtain a best and final offer. The award will be based upon the proposal that is determined to be the most advantageous to the Ce ntral Contra Costa Solid Waste Authority
SELECTION CRITERIA: The intention of the Central Contra Costa Solid Waste Authority is to procure functionally complete, cost effective, and integrated software applications. Responses to this RFP will be evaluated according to the following criteria:

RecycleSmart reserves all its rights and options including, without limitation:
To accept or reject any portion of the proposal;
To reject any and all proposals that fail to meet the requirements of this RFP;
To accept proposals that are, in the judgment of the agency, in the best interest of the agency;
To request clarification from any respondent;
To reject any and all non-responsive proposals;
To waive irregularities in any proposal that the agency may elect to waive;
To reject all proposals without cause; or
To issue subsequent requests for new proposals.
XIV. IN-PERSON PRESENTATIONS
Depending upon the responses to this RFP, RecycleSmart may elect to hold evaluative interviews/presentations. However, the agency reserves the right to select a vendor(s) based on an evaluation of the written proposals received and references, thereby eliminating oral interviews.
