Firm shall develop an electronic Cost Allocation Model for calculating the full costs of providing each City service. The requirements of the model shall allow for:
1. The addition or removal of direct and overhead costs so that the CAP/ICR can be developed from a simple plan to a progressively more inclusive plan.
2. The ability to continuously update the model and CAP/ICR from year-to-year as the organization changes.
3. Develop a model and methodology for gathering data and periodically updating the CAP/ICR as new costs are added or old costs are eliminated or modified. The model should be in commonly used spreadsheet or database format that automatically recalculates as cost items are input.
4. The model should allow the addition of hypothetical service area information for future services enhancements, and the ability to calculate the estimated costs of providing the service under consideration.
