The objective of the RFP is to receive proposals for reviewing and updating the City of Upland’s development impact fees and recommending additional fees (if necessary). Additionally, this project is to ensure that the City is accurately accounting for the true costs of potential development and to develop fees that mitigate or offset those costs. The outcome of this project is a Comprehensive Development Impact Fee Study including a development impact fee justification and nexus report for the revision or creation of development impact fees for the remaining buildout of the City. This study will result in a fee program that meets the requirements of the Mitigation Fee Act (California Government Code Section 66000 et seq. also known as “AB 1600”) as well as Proposition 218 and other regulations.
