The purpose of this Request for Proposal (RFP) is to select a qualified consultant(s) to update the User Fees and Development Impact Fees for the City of Santa Paula. The City assesses a variety of cost recovery based fees as well as development impact fees on new development to mitigate City-wide impacts on public improvements, public services, and community amenities. The City’s fees must comply any applicable state and federal law including but not limited to the Mitigation Fee Act (California Government Code Section 66000 et seq., also known as Assembly Bill 1600). Applicants may bid on conducting both a Citywide User Fee Study as well as DIF Fee study, or solely one of either studies.
