The City of San Juan Capistrano is requesting proposals from qualified public and/or private firm(s), for professional Merchant Services.
The City provides a range of municipal services that include: public works, planning and zoning, parks and recreation, finance, City Clerk, and City Manager’s office. Police services are provided by contract with the Orange County Sheriff’s Department. Fire services are provided through the taxing authority of the County Structural Fire Fund and the Orange County Fire Authority. The City provides the collection of wastewater, whereas South Orange County Wastewater Authority, of which the City is a contributing member, provides the treatment and disposal.
On November 15, 2021, the City transferred water operations to Santa Margarita Water District (District). Credit card payments for water services are now processed by the District.
The City has recently expanded the downtown parking program. In 2021, City
Council approved 2 new parking lots as well as a rate increase to $2 per hour. The
City has restricted the payment method to credit/ bank cards only. Further
expansions to the program are possible.
In the first 1 to 2 years of this agreement, the City will be transitioning to a new
financial system. The current system, Gemstone (with an on-site server) will be
replaced with Tyler Munis (SaaS). Implementation is currently in process.
