The City of Morro Bay is requesting a proposal from qualified firms with expertise performing comprehensive cost allocation and cost of services and user fee studies for local municipalities. The scope of services includes a comprehensive cost allocation plan, including development of an OMB circular A-87 qualified overhead cost allocation plan, and cost of services and user fee study. The purpose of this project is to ensure that the City is utilizing comprehensive overhead rates and accurately accounting for the true cost of providing various internal and public-facing City services
