A comprehensive study of our current water rates, connection fees, and administration fees with recommendations for new rates and fees that take into consideration fixed and variable expenses, tiered conservation rates, and various consumer groups (residential, agricultural, schools, commercial). Recommendations to the District to be in compliance with Article XIII C & D of the California Constitution (including Prop 218 and 26).
