The objective of this RFP is to receive proposals that include both a Full Cost Allocation Plan and a Comprehensive Fee and Rate Study. It is the City’s to have a well documented and defensible cost allocation plan that utilizes comprehensive overhead rates and accurately accounts for the true cost of providing services.
