The City is requesting proposals for an Overhead Cost Allocation Study, a Comprehensive Rate Study, and a Development Impact Fee Study. There is a separate scope of work for each of the studies.
The purpose of this project is to ensure that the City of Glendora is accurately accounting for the true cost of providing services within the City operaitons and that fees for service mitigate those costs. It is the Ciyt’s goal to have a well-documented and defensible cost of service plan that will identify rates that can be used to recover billable hourly costs for services and develop user fees that comply with Proposition 218.
