Administrative Staff

Jean Rousseau, (Executive Director) has a distinguished 31-year career serving local government in California, starting as an Accountant II with Fresno County. He moved up the finance ladder to Chief Accountant before moving to the Assistant County Administrative Officer position in 2004. In 2007, he moved into the County’s top position (County Administrative Officer), serving Tulare and Fresno counties to his retirement. He has served in several finance and accounting roles, including as Finance Director/Controller for the City of Fresno, Principal and Senior Accountant for Fresno County, and Staff Accountant for Sampson & Sampson CPAS. Jean brings a wealth of experience to his role with CSMFO. He has been actively involved in developing and guiding fiscal policies across the State, including serving on the State Treasurer’s committee to streamline policies and procedures. He continued to be actively involved in developing local government budget strategies until his retirement. His leadership resulted in Tulare County being “one of the most financially sound counties in the state” (The Recorder, 10/05/15). Born and raised in the San Joaquin Valley, Rousseau has been married for nearly 40 years to his high school sweetheart, Andria. The couple has three children: Jordan, Alexandra, and Madison. Rousseau graduated with a bachelor’s degree in Business Administration with an emphasis in Accounting from California State University, Fresno in 1986 and is an alumnus of San Joaquin Memorial High School in Fresno.

David Garrison (Administrative Director) is a lauded storyteller and creative artist, and brings his keen imaginative eye and visionary direction to his work as the Director of Strategic Communications and Design of SMA. David founded The Alternative Arts Collective (TAAC) and served as the Founding Artistic Director, spearheading many groundbreaking theatre productions. Due to the critical acclaim of his productions, David was voted one of Sacramento’s top 25 up-and-coming artists by Sacramento News & Review. David spent five years with the 50 Corridor Transportation Management Association as their Creative Director and has more than 10 years of non-profit experience and even longer in the design and facilitation of team building, leadership and writing workshops as well as facilitating strategic planning and visioning sessions for public and private organizations.

Amanda Rae Hall (Executive Coordinator) is an Account Coordinator II at Smith Moore & Associates. She joined SMA in 2015 as a receptionist and evolved in a matter of five years to become the IT Coordinator for the company. Amanda has worked through most positions at SMA and has a gained knowledge in all areas of association management for her clients. Amanda has a passion for teaching which makes her ability to train on tools and resources unmatched. She is also a strong leader, thoughtful problem solver, skilled in finding efficiencies, and incredibly organized. Her years of previous experience with CSMFO answering member inquiries, assisting in the conference planning and implementation of CVent, working on various committees and directly supporting the CDC has ensured she has ample knowledge of the organization’s history and will set her up for success to step in seamlessly to assist in the organization’s mission and support the Executive Director.

Kory Adams (Account Coordinator) comes from a hospitality and customer service driven background having worked for several years in the hotel industry, specifically with events before taking on his role at SMA as an Account Coordinator. Multi-tasking, problem solving, and results-driven are a few of the many strengths he has. Kory’s passion for servicing his clients in a professional manner makes him a valuable asset to CSMFO under his current role. Kory supports CSMFO’s mission through managing their membership, providing professional development support, and serving on various committees within the organization. Kory has quickly become a great point of contact for CSMFO’s members and leadership. In his spare time, Kory can be found on the golf course, traveling, or attending a sporting event.

Leo Orozco (Accountant II) has over 20 years of experience working in accounting. He has worked in a variety of industries from private, public and non-profit accounting. He has assisted on numerous events and conferences, along with working with a foundation, and various entities within the non-profit industry. He also has worked as a liaison with auditors during the annual audits.

Lilly Tong (Account Assistant) has a 10-year background in both customer service and administrative work. Her past roles have helped her develop great communication skills, teamwork, and organizational skills. Lilly completed her Bachelors in Social Science in 2021 and uses the knowledge she gained make the most of her interpersonal and problem solving skills. Lilly’s experience and professionalism translates into her ability to handle anything that comes her way. Lilly ensures Chapter leaders are supported in their roles, updates CSMFO’s Calendar on the website, and serves as first-line of backup for receptionist on membership inquiries.

Meeting & Events Staff

Teri Anticevich, CMP, CSMFO Conference Planner- President of Meeting & Association Management Services, Inc.

Teri is the President of Meeting & Association Management Services, Inc. (M&AMS) and oversees all M&AMS staff.  M&AMs is contracted along with SMA for all conference logistics and has been happily working with CSMFO for over 20 years. She works in conjunction with the conference centers and hotels from the beginning with site selection, contracting meeting space, hotel rooms, and executing the food and beverage related to the conference events.

Marisa Anticevich, CMP, CSMFO Lead Conference Planner

Marisa is the Lead Conference Planner on behalf of M&AMS and has been working with CSMFO since 2012.  She works in conjunction with the President Elect and Host Committee to execute all logistics related to the conference following the year’s goals and themes.  This includes site selection, overseeing all contractual obligations, meeting specifications, programmed events, audio visual requirements, and all other technical conference related items. In addition to managing the conference planning, she secures all contracts and participates in the virtual component of the conference.

Janet Salvetti, CSMFO Conference Planner – Fiscal Oversight, Conf Hotels Coordinator

Janet Salvetti joined M&AMS in 2009 after retiring as the Assistant Director for the Administrative Services Department for the City of Stockton, where she worked for 40 years.  Janet specializes in the fiscal management of the conference. In doing so she prepares the budget, oversees the payment of expenses, and prepares timely reports regarding the conference to the Board and host committee.  In addition, she manages the conference hotel contracts and on-site rooming needs for CSMFO management, Board, and committees.  She is a member of the California Society of Municipal Finance Officers, serving as President in 2005.  

Beth Ramirez, CSMFO Exhibits Coordinator

Beth is the Exhibits Coordinator for CSMFO on behalf of M&AMS.  Beth joined the CSMFO team in 2021, leading the charge during COVID-19 and our first ever virtual conference.  She manages relationships with CSMFO exhibitors and sponsorships as well as the logistics in executing the Exhibit Hall and benefits that make our conferences a huge success!

Evelyn Meza, CSMFO Meeting Assistant

Evelyn is a Meeting Assistant at M&AMS and recently joined the team in 2022.  With prior experience in the hotel industry and customer service, she supports CSMFO through many aspects including VIP and exhibitor relations, member activities, and special events.  She is a recent graduate from San Diego State University.
