PART 1 – AUDIT SPECIFICATIONS

I. INTRODUCTION
The City of San Leandro is requesting proposals from qualified firms of certified public
accountants for a three year contract to audit its financial statements for the three years
beginning the fiscal year ending June 30, 2011. At the option of the City, the audit
engagement may be extended for two subsequent fiscal years by written amendment.
These audits are to be performed in accordance with generally accepted auditing
standards, the standards set forth for financial and compliance audits in the U.S. General
Accounting Office’s (GAO) Standards for Audit of Governmental Organizations, Programs,
Activities, and Functions, the provisions of the Single Audit Act of 1984, as amended in
1996, U.S. Office of Management and Budget (OMB) Circular A-133, Audits of State and
Local Governments and Governmental Accounting Standards Board (GASB)
Pronouncements.

There is no expressed or implied obligation of the City of San Leandro to reimburse
responding firms for any expenses incurred in preparing proposals in response to this
request. Materials submitted by respondents are subject to public inspection under the
California Public Records Act (Government Code Sec. 6250 et seq.). Any language
purporting to render the entire proposal confidential or proprietary will be ineffective and
will be disqualified.

During the evaluation process, the City of San Leandro reserves the right, where it may
serve the City of San Leandro’s best interest, to request additional information or
clarifications from proposers, or to allow corrections of errors or omissions. At the
discretion of the City of San Leandro, firms submitting proposals may be requested to
make oral presentations as part of the evaluation process.

The City of San Leandro reserves the right to retain all proposals submitted and to use any
ideas in a proposal regardless of whether that proposal is selected. Submission of a
proposal indicates acceptance by the firm of the conditions contained in this request for
proposals, unless clearly and specifically noted in the proposal submitted and confirmed in
the contract between the City of San Leandro and the firm selected.

To be considered, one (1) original and five (5) hard copies of a proposal and one (1)
electronic version on disk or CD must be received at the Finance Department, 835 East
14th Street, San Leandro, CA 94577 by 3:00 PM, March 24, 2011. It is anticipated the
selection of a firm will be completed by April 2011.

Failure to provide the requested number of copies may render your proposal as nonresponsive.
The City will not be responsible for making copies of any proposals.

The City of San Leandro reserves the right to reject any or all provisions submitted and/or
waive any irregularity.
