The City of Pismo Beach (“City”) is requesting a proposal from qualified firms with expertise performing comprehensive cost allocation and user fee studies for local municipalities. The scope of services includes a Cost Allocation Plan and a User Fee Study in addition to developing a Capital Improvement Plan (CIP) Administrative Rate and Work Order Rate Analysis, and OMB Circular A-87 Qualified Overhead Cost Allocation Plan. The purpose of this project is to ensure that the City of Pismo Beach is utilizing comprehensive overhead rates and accurately accounting for the true cost of providing various services within and to all City operations, including capital projects.
