The Town of Hillsborough (Town) is requesting proposals from qualified consultants to conduct a Comprehensive Water Cost of Service and Rate Design Study in response to this request for proposals (RFP). The objective of the study is to develop recommendations on proposed water rates that will adequately fund water capital, operations, and debt service over a five-year period. The selected consultant shall develop a comprehensive plan and report that will support recommendations to the City Council regarding the Town’s Water ordinance and will support community engagement on the proposed rates.
