The consultant is asked to develop a cost allocation plan so that general fund costs can be allocated to other funds. In addition, fully burdened staff hourly rates are to be developed. The final portion of the study is to examine the existing fees charged for service and examine the true cost of service and to benchmark surrounding communities.
