Saratoga seeks proposals for Cost Allocation Plan (CAP) and Cost of Services (CoS) studies to identify cost recovery options that will contribute to the development of a long-term fiscal strategy. The City’s most recent independent CAP and CoS studies occurred in 2006, and City staff have completed a comprehensive review of fees annually to address changing services and costs. The most recent fee changes resulted in a 2% increase for non-valuation-based fees. Building permit and inspection fees were updated using the February 2022 International Code Council (ICC) building valuation data.
