The City of San Mateo (the City) is seeking a qualified consultant (or team of consultants) to assist staff with a comprehensive review and revision of the City’s development-related fees, including development impact fees and in-lieu fees, as well as any user fees associated with development. This should be informed by a new Cost Allocation Plan and should include recommendations for the revision, elimination, and/or implementation of development impact fees or development processing fees, where appropriate.
In addition, the City is seeking assistance in developing fee reduction and/or modification strategies that incentivize local policy goals, including the increased production of affordable housing and the use of sustainable environmental practices in future developments.
