General Information

The Santa Clara Valley Habitat Agency, a joint powers agency (Agency), is requesting proposals from qualified individuals, firms, or government agency
finance offices to provide the services described in this request for proposals. The successful proposer will be expected to establish a financial accounting
system for the Agency which also facilitates required financial reporting and auditing according in accordance with GASB, periodic reporting pursuant to the Mitigation Fee Act (Government Code section 66000 et seq., commonly known as “AB 1600”), and reporting and audits required by federal, state, and private grant programs.

The Habitat Agency intends to enter into an agreement with the selected individual(s)/firm, with the completion of all work to be performed under the
agreement no later than September 12, 2014. The Consultant will be expected to be available to answer questions and otherwise assist in preparation of an
Accounting RFP that will incorporate the final Financial Accounting System work product due on September 12,2014.

While the Habitat Agency expects that the proposing individual(s)/firm will have the breadth of experience needed to serve the Agency’s needs, it is not the
intention of the Habitat Agency to limit prospective respondents to large firms. Smaller entities or individuals with the expertise and acumen to perform the work are encouraged to respond to this RFP.

There is no express or implied obligation for the Agency to reimburse respondents for any expenses incurred in preparing proposals in response to this
request. Materials submitted by respondents are subject to public inspection under the California Public Records Act (Government Code section 6250 et seq.)
unless exempt. Additionally, the Agency reserves the right reject any or all proposals selected.

The Agency reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether the proposal is selected.
