Provide a Summary Report on whether Transportation Fund for Clean Air (TFCA) revenues awarded by the Air District to other public agencies were spent on the reduction of air pollution from motor vehicles, in accordance with the transportation control measures adopted pursuant to Sections 40233 and 40717 of the California Health and Safety Code, and that fee revenues supported projects as specified in Section 44241 of the same code. The said report shall reflect a determination of the propriety of the expenditures incurred, not the degree of efficacy in reducing air pollution.
