General Information

The Monterey Peninsula Airport District (The District) is requesting qualifications from qualified firms of certified public accountants to audit its financial statements for the fiscal year ending June 30, 2014, with the option of auditing The District’s financial statements for each of the two (2) subsequent fiscal years.

Interested parties should submit a complete set of qualifications addressing the Firm’s background, certifications, staffing for this project (credentials and bio’s for audit manager, audit senior and audit associates), references, peer review report, list of jobs completed within the past five (5) years, familiarity with the FAA Airport Improvement Program, and any other pertinent information. In addition, the Firm’s response shall include a separate section or document detailing how they would accomplish an audit for The District’s 2014 fiscal year end with respect to the Scope of Services listed below.

Scope of Services

The District desires the auditor to perform a single audit conducted in accordance with generally accepted auditing standards; the standards for financial audits contained in Government Auditing Standards (December 2011 revision), issued by the Comptroller General of the United States; the Single Audit Act Amendments of 1996, and the provisions of OMB Circular A-133, Audits of States, Local Governments and Non-profit Organizations (revised 2003 and 2007), which will include tests of the accounting records of the Monterey Peninsula Airport District and other procedures considered necessary to enable the auditor to express an unqualified opinion that the financial statements are fairly presented, in all material respects, in conformity with generally accepted accounting principles.

The District requires the auditor to report on the Schedule of Expenditures of Federal Awards and on Monterey Peninsula Airport District’s compliance with laws and regulations and its internal controls as required for a single audit.
