It is the intent of the City of Dana Point (“City”) to receive proposals from qualified and
capable vendors who offer Internal Revenue Service (IRS) Code Section 115 Irrevocable
Retirement Trust (“Section 115 Trust”) services to California local government agencies.
The City hopes to establish an irrevocable pension trust program for the purposes of
managing and investing the City’s pension reserve funds separately from the City’s
pooled operational portfolio and to reduce the City’s future unfunded pension liability and
pension costs.
