The purpose of this project is to ensure that the Town of Los Altos Hills is charging adequate sewer rates to cover the true cost of providing various programs and services and maintain adequate reserves within the Town’s Sewer Fund over the next 10 years. The focus of this study is to ensure the Town’s Sewer Fund has sufficient, defensible funding to meet the operational, capital, current and future debt service obligations. The selected consultant will review the existing rate structure and the analysis prepared by the Finance and Investment Committee (FIC) and attached to this RFP (Attachment A). The consultant will be expected to accept or reject the FIC analysis and fee proposal, and provide clear justification and detailed tangible reasons for their assessment. Additional research and analysis should be provided to ensure that all users are treated fairly and equitably under the system.
