The City of Farmersville (City) is inviting qualified consultants to submit proposals for professional Utility User Tax Ballot Initiative Consulting services. The City is seeking an experienced firm with depth in revenue needs assessment, technical and legal assistance in tax measure ordinances, superior marketing and education campaigns to a diverse and bilingual populace, as well as post-election administration. The primary responsibilities will be assisting the City in a comprehensive approach from beginning to end of the entire revenue ballot measure cycle with effective communication throughout with all interested stakeholders.

The firm should have a proven track record of researching, advising, developing, writing, preparing, and submitting successful Utility Users Tax ballot measure initiatives, ordinances, and education materials. The firm will also be able to demonstrate successful management from beginning of the process (advising on revenue analysis and expectations) through the ordinance and ballot processes to the end (Post-Election Administration).

The consultant will need to be able to effectively communicate with Councilmembers, City staff, community organizations, legal advisors, and a diverse population of voters to ensure success of the tax measure for the November 2024 election.

All proposals must be received by the City, no later than 4:00 pm PDT on September 23, 2022. Late proposals will not be considered. The original signed proposal and four (4) duplicates are to be submitted with the name of the Consultant and “Proposal for Utility Users Tax Ballot Initiative Consulting Services” clearly marked on the outside of the package.

Proposals must be responsive to the City’s request. The City shall determine the most responsive and qualified consultant providing the best service at the most reasonable cost. Cost alone shall not be the determinative factor.

The request for proposals does not obligate the City to award a contract or complete the project and the City reserves the right to cancel the solicitation if deemed in its best interest. There is no expressed or implied obligation for the City to reimburse respondents for any expenses incurred in preparing proposals in response to this Request for Proposals (RFP), including any expenses incurred due to participation in this RFP process.

The City reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that firm is ultimately selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP, unless clearly and specifically noted in the proposal submitted and confirmed in the subsequent contract between the City and the firm selected.
The City wishes to negotiate a fixed price contract annually for the project services based on a clearly defined scope of work. The desired terms of the contract will last through the election of November 2024 and into post-election administration, as appropriate.
